For what it's worth, I've read that apparently the previous tenant of the house had multiple drug arrests. It's entirely possible that this package was not intended for Perez.
Under current drug laws is this doesn't matter. Chris is guilty of possession for residing at the address, and also obstruction of justice should he choose to contest the charges. They will toss on perjury charges should he deny using.
Sadly, I can't tell whether this is sarcasm or not. :/ Drug laws in the US are that foolish.
