Simple: Teams that don't make the playoffs for x years in a row are ineligible for revenue-sharing money.
Not sure that more panic-fueled deals is the thing the system needs.
But there is a problem, from MLB's perspective, when a market is not strong enough such that even when the team is very good they remain in the revenue sharing underclass. That removes all incentive for investment by ownership and when an ownership group stops making expenditures required to create a possibility of being competitive it severely hamstrings the common mission of increasing the popularity of MLB in that market and surrounding areas.
