it depends what your minimum # of IP is. If it's 1000, it's Mariano; if it's 500 (or 900) it's Wagner

?? Baseball Reference is a pretty standard place to quickly get stats, an I am going to assume that they put their threshold at 1,000 before Mariano was close to reaching it. So who exactly was doing the finagling?

If the threshold is 1000, he doesn't. The threshold was set at 1000 before Mariano Rivera was close to reaching it.
His arbitrary endpoints are no better than anyone else's.
They did not create the arbitrary threshold, so how are they finagling the innings limit?
Yankee Clapper gushed in post 1 about Rivera being 2 outs away from a sub 1.000 WHIP. "First live ball era pitcher to attain such status?" It was pointed out by Misirlou in post 2 that this was not correct because Wagner was. And yet the finaglers pushed back.

If anything, Misirlou was finagling the innings limit. He's the one who introduced a nonstandard limit for the purpose of changing who was the leader.
Where's the criticism of Jerome Holtzman for finagling the save stat to benefit Rivera?
It is hilarious to see Yankees fans using "too few innings" to argue for Rivera over another pitcher.
The point was not that Forman masterminded the 1,000 innings limit years ago to benefit Rivera; the point was there is no reason to use 1,000 innings instead of 900 - even if Forman's lists cut it off at 1,000. And he gives you the ability to use your own innings limit, anyway. There is no "standard" innings limit, or nonstandard one.
If I were doing the lists I'd use separate lists for relievers and starters.
